Abstract

This paper proposes a project framework to improve the monitoring and protection of water resources in Bosnia and Herzegovina without new field measurements. The solution rests on three pillars: (1) an integrated data lake that consolidates existing laboratory results, historical time series, and administrative records, supported by standardized metadata and exchange protocols; (2) an analytics layer for anomaly detection and risk assessment developed over
secondary data and powered by Artificial Intelligence (AI) and Explainable Artificial Intelligence (XAI) to provide transparent interpretation of alerts; and (3) operational procedures - escalation chains, warning thresholds, and response times governed by a Service Level Agreement (SLA) - that connect analytical findings to competent institutions. The expected contribution is reduced fragmentation, faster response to pollution events, and a clear roadmap for later physical upgrades (including the Internet of Things (IoT).
